WhatsApp CRM Software Price in India: The Two Bills and How to Budget Them

A WhatsApp CRM comes with two bills, the software plan and Meta's charge per delivered message. What each covers, what stays free, direct API versus a provider, and a monthly budget for a clinic.

WhatsApp CRM software price in India is two bills, not one. The first is the CRM plan: the shared inbox, templates, campaigns and the lead record behind every chat. The second is Meta's charge per delivered message, plus any provider fee. Replies inside the 24-hour window are free up to Meta's monthly allowance of 1,000 per business number; after that, from 1 October 2026, Meta charges its utility rate.

WhatsApp CRM software price: the two bills you will pay

Bill 1: the CRM subscription. The vendor's fee for the inbox, templates, campaigns, automations, reports and the lead record behind each chat. It is priced per user, per workspace with users included, or as a WhatsApp add-on to a general CRM plan, and it is a fixed monthly or annual amount plus GST.

Bill 2: message usage. Meta charges for template messages sent on the WhatsApp Business Platform and, from 1 October 2026, for replies beyond a monthly free tier. Through a provider such as Gupshup, the provider bills you, usually Meta's charge plus its own fee. This bill moves every month with how many messages you send, and of which kind.

The subscription grows only when you add people or move up a plan. Usage grows with campaigns, reminders, reply volume and chats left to go cold, and one festive offer to your whole patient list can double it.

So ask every vendor two questions: is the WhatsApp inbox in the plan or sold as an add-on, and who bills the messages? What Meta charges for, and what stays free inside the 24-hour window

Since 1 July 2025, Meta has charged per delivered message instead of per conversation, at a rate set by the message's category and the country code of the recipient's number. A team selling in India mostly messages +91 numbers, so the India rates are the ones to budget.

The 24-hour customer service window

When a customer messages your business number, a 24-hour customer service window opens. While it is open, you can send free-form messages (text, images, a PDF brochure, a location pin), which Meta calls service messages. Each new message from the customer restarts the 24 hours. Once 24 hours have passed since the customer's last message, you can send only a Meta-approved template.

The three template categories

  • Marketing: offers, announcements and re-engagement ("Still thinking about the laser package? Slots are open this month"). Charged on every delivery, except inside a free entry point window.
  • Utility: messages tied to something the customer asked for or did, such as a booking confirmation or an appointment reminder. Charged on every delivery from 1 October 2026, inside or outside the window (they were free inside an open window until 30 September 2026).
  • Authentication: one-time passwords, charged at their own rate. Most sales teams will not need these.

Meta's template category guidelines say a template that mixes utility and marketing content counts as marketing, and Meta can recategorise an approved template. So "Your appointment is tomorrow at 11 am. Also, ₹500 off facials this week" is a marketing message. Budget welcome and follow-up templates at the marketing rate unless Meta has approved them as utility.

The free window after Click-to-WhatsApp ads

If someone messages you from a Click-to-WhatsApp ad using WhatsApp on an Android phone or iPhone and your team replies within the 24-hour window, Meta opens a free entry point window that can stay open for up to 7 days; while it is open, every message you send is free, templates included. For a clinic running WhatsApp ads, that is free follow-up for up to a week, if your team replies within the first 24 hours.

Rates change, and Meta's billing is moving to rupees

Meta raised the India marketing rate from 1 January 2026 and began billing eligible Indian businesses in rupees; it says all their messaging accounts must move to INR by 31 December 2026.

From 1 October 2026, Meta will charge per message for service messages, at the same rate as utility messages in each market, and for utility templates sent inside an open window. Each business phone number gets 1,000 free delivered service messages a month, with no roll-over. Without a payment method on your WhatsApp Business account, Meta stops delivering service messages once that free tier is used up.

Direct Cloud API or a provider like Gupshup: how it changes the bill

Directly on Meta's WhatsApp Cloud API. Your business sets up the number in Meta's business tools, keeps a payment method on file, and Meta bills your WhatsApp Business account for delivered messages. The usage bill is Meta's rate card alone, but someone on your side has to manage Meta's settings.

Through a provider. The provider onboards your number, gives you its own dashboard and support, and bills you. Gupshup, for example, states on its pricing page that WhatsApp's fee is billed at actuals and that it charges a fixed Gupshup fee per message, including on session messages (free-form messages inside the 24-hour window, outgoing and incoming). On the direct route, an inbox full of replies costs only Meta's service charge beyond the free tier. With a per-message provider fee, every reply and every message a patient sends you carries a small charge on top. Direct suits a team that wants the smallest usage bill; a provider suits one that would rather have one company handle onboarding, billing and support.

Questions to ask before you pick a route

  1. Is Meta's charge passed through at actuals, or marked up?
  2. Is there a per-message fee on top, and does it apply to replies and incoming messages too?
  3. Is billing a prepaid wallet or a monthly invoice, and what happens to sending when the wallet runs out?
  4. Is there a setup fee, monthly fee or minimum commitment, and is the invoice in rupees with GST?
  5. If you change providers later, can the number move with you?

A monthly WhatsApp budget worksheet for a hypothetical clinic

Say a dermatology clinic in Pune has two telecallers and a front-desk executive. Each month it gets 500 enquiries from Meta lead ad forms and 200 chats from Click-to-WhatsApp ads, books about 120 consultations, and sends one offer to past patients. It uses Meta's rules from 1 October 2026. Every number is invented, including the rates: ₹1.00 per marketing template, ₹0.20 per utility template or charged reply and a ₹0.10 provider fee are placeholders, not real prices.

With three logins, a per-user plan is multiplied by three; a per-workspace plan with users included is not.

Step 3: read what the numbers tell you

  • The three marketing lines make up ₹1,750 of the ₹2,174; replies beyond the free tier add ₹400 and the utility lines ₹24.
  • The offer is the biggest single line. Sending it only to the 400 patients who visited in the last six months saves ₹600 a month.
  • On the provider route, the per-message fee adds ₹987, and ₹400 of that is on messages patients send you, which Meta does not charge for.
  • Set it against ad spend. If each lead-form enquiry cost ₹250 in ads (also invented), the 500 enquiries cost ₹1,25,000, and the ₹500 welcome line is 0.4% of that. Cutting the first message to save money is the wrong economy.

Ways to keep message costs down without losing leads

  1. Reply while the window is open. Answer within 24 hours of the patient's last message and you can reply in plain chat, which costs nothing inside the free tier and only the service rate beyond it; wait longer and you need a template.   2. End messages with a question that invites a reply. When the patient replies, the window restarts and the exchange can continue in plain chat.
  3. Confirm bookings inside the chat. Send the confirmation as a plain chat message while the window is open; it counts against the 1,000 free service messages instead of costing a utility template.
  4. Segment your campaigns. Marketing templates are charged on delivery, read or not, unless a free entry point window is open. Send offers to the patients they fit.
  5. Stop sending to people who never reply. After two or three unanswered templates, move the lead to a phone call or close it with a reason.

Is the WhatsApp Business API free?

Partly. From 1 October 2026, free-form replies inside the 24-hour customer service window are free only within Meta's tier of 1,000 a month per business number. Are incoming WhatsApp messages charged?

Meta charges for messages you send, not for those customers send you. An incoming message opens the 24-hour window, so you can answer in plain chat, free within the 1,000-a-month tier. A provider's fee may apply to incoming messages, so ask, and count them in the worksheet as step 2 does.

Do I pay for WhatsApp templates that are not delivered?

Meta says you are charged only when a template message is delivered, so a template to a number not on WhatsApp adds nothing to Meta's bill. A provider may count its fee differently, so ask. An undelivered welcome message still costs you the lead, so check numbers as enquiries arrive.
